Preface

Regulations on the Supervision and Administration of Cosmetics,On January 3, 2020, the State Council Executive Meeting reviewed and passed the "Regulations on the Supervision and Administration of Cosmetics", which was officially signed by the Premier on June 16. The "Regulations" came into effect on January 1, 2021.The formulation and promulgation of the Regulations fully reflect the development concept of putting the people at the center, implementing the requirements of the "four strictest" and "streamlining administration and delegating powers" reforms, and pointing out the direction for the supervision of cosmetics safety in the new era. The Regulation is divided into 6 chapters and 80 articles. Based on the development laws and regulatory practices of cosmetics, and in the face of new situations, challenges, and problems, after sufficient research and demonstration, there have been some changes in regulatory concepts, mainly reflected in the following aspects: first, risk management concepts; Secondly, responsible governance and social co governance; The third is full process governance. The application of freeze-drying machine technology in cosmetics production usually goes through the following processes:

• The pre-treatment of materials requires the addition of some additives to ensure the appearance, biological activity, and stability of freeze-dried products. Common functions include excipients, fillers, antioxidants, acid-base regulators, etc.

• Pre freezing is the process of solidifying free water in a solution, giving the dried product the same form as before drying, preventing irreversible changes such as foaming, concentration, and solute movement during vacuum drying, and minimizing the decrease in solubility and changes in life characteristics caused by temperature.

• Sublimation drying (one-time drying).The moisture in materials can be divided into two categories: one is the water that can be frozen into ice at low temperatures, which can be called "free water"; the other is the water that cannot be frozen at low temperatures, which can be seen as "bound" and called "bound water".Place the frozen product in a sealed vacuum container and provide the heat required for sublimation. The ice crystals will sublime into water vapor and escape, causing the product to dehydrate and dry. Drying gradually moves inward from the outer surface, and the gaps left by the sublimation of ice crystals become channels for the escape of sublimated water vapor. The interface between the dried layer and the frozen portion is called the sublimation interface. When all the ice crystals are removed, the first stage of drying is completed, at which point about 90% of the total moisture is removed.
