A specific energy wavelength is transmitted to the compound of metal ruthenium fixed in the sol gel matrix. Ruthenium absorbs this energy and changes the energy level of the outer electron. During measurement, oxygen molecules have a quenching effect on fluorescence. The higher the oxygen content, the more fluorescence will be correspondingly reduced.
